This is the Water-type starter Pokémon of the Tarlo region (my fake region), Elefin. Elefin can be given to young trainers in the Tarlo region along with two other Pokémon by Professor Willow.

Ability: Torrent (Hidden Ability: Sturdy)
Known to spend about half of their lives in the ocean, Elefin have an inflatable sack on their trunks to help them get to the surface for air quicker. Their ears are incredibly strong and flexible to aid them in swimming.
Elefin is based on an elephant and a blue whale.
